What does the FIXED function do?

Excel's FIXED function - What does it do?

The Excel FIXED function formats a number as text with a number of decimals which you specify, with or without commas.

If cell A1 contains 123456 (formatted as a number), then:

=FIXED(A1,3,TRUE)

returns 123456.000
